Escalation Action Templates

Certain actions may be used regularly for many different Escalation Types and Escalation TypeLevels (e.g. send an Email). For such actions it is possible to create a template which is not associated with any particular Escalation TypeLevel. This Template can then be used to create copies which are then allocated to particular Escalation Type Levels.
