Create transfer record for vm2zis type

For the transfer to Zis over Epi, the transfer record has to be created by Valuemation.

The Condition Escalation using the database view (AMV_EPI_LAST_VM2ZIS) is taking a care about creation of EpiTransfer record.

The database view (AMV_EPI_LAST_VM2ZIS) provides this results – last vm2zis record with the provided status and actual status. If the last status is not the same as current Ticket status, the record is escalated and new transfer record created).
